2013年，光伏產業在艱難中前行，光電轉換效率不斷提升，歐美“雙反”塵埃落定，國務院于2013年7月15日及時下發了《關于促進光伏產業健康發展的若干意見》（國發〔2013〕24號，以下簡稱《意見》）。《意見》主要從擴大國內市場需求、優化產業結構、完善產業支持政策等角度推出了支持和促進光伏產業健康發展的政策。隨后，國家發改委以特急文件發布了“國家發展改革委關于發揮價格杠桿作用促進光伏產業健康發展的通知”。這些宏觀利好讓我們看到了未來發展的希望，隨著電價、補貼標準，稅收、土地、銀行政策及并網細則等后續政策的不斷出臺，我國光伏產業必將迎來新一輪發展期，光伏電站勢必迎來全新的建設期，而對如何保障光伏電站的最大化收益，即光伏電站的高品質運行和低成本維護也就成為電站投資者關注的話題了。

In 2013, PV industry was in hard environment that PV conversion efficiency was improving, Europe & US “double against" settled and "about promoting the healthy development of photovoltaic industry several opinions ([2013] no. 24, hereinafter referred as" opinions ") issued by the state council on July 15, 2013. The "Opinion" introduced policies to support and promote the healthy development of the photovoltaic industry mainly from expanding the domestic market demand, optimizing the industrial structure, improving industrial support policies. Later, the national development and reform commission issued "the national development and reform commission about play a role of price lever to promote the healthy development of photovoltaic industry notification". The macro news made us to see the hope for the future development. As the electricity price, subsidies standards, taxation, land, policy bank and grid conditions subsequent policies introduced gradually, the photovoltaic industry will usher in a new round of development in our country, the photovoltaic power station is bound to usher in a new construction, and to maximize the benefits of assuring the photovoltaic power station, the photovoltaic power station running of high quality and low cost of maintenance has become topic for investors focused on the power station.

本次論壇將針對光伏電站信息上報、電價附加資金補助，設計、建設、運維現狀及發展趨勢進行深入解讀，內容涉及已建電站運維經驗分享、光伏發電功率預測、智能化監控、生產管理、行業技術發展展望、補貼政策等內容。

The BBS will further study the power station information report, additional funding for photovoltaic, electricity price, design, construction and O&M situation and development. Content involves experience sharing for built power plant O&M, photovoltaic power prediction, intelligent monitoring technology, production management, industry development prospects, the subsidy policy, etc.

回顧十年來光伏的起起落落，很有必要在這具有轉折意義的時刻，認真總結和回顧光伏產業和技術所走過的路，以期對未來的發展做出更為準確的把握和判斷。此次論壇我們將特別邀請光伏發電投資單位、建設單位、咨詢單位、設計單位、項目主單位等的決策層及相關國內外行業組織的技術、信息、安全管理實施專家都將參與活動，并在現場進行分享討論！

Review for ten years the ups and downs of PV, it is necessary at this time of transition significance to sum up and review of PV industry and technology carefully in order to make more accurate grasp and judgment of future development. We will specially invite photovoltaic investment companies, construction companies, consulting companies, design companies, project decision-making companies and related industry such as the main unit organization technology, information, safety management implementation experts to participate in activities, discuss and share.

放眼世界，在各國紛紛降低光伏補貼以及中國光伏應用市場大幅提升的雙重背景下，舉辦光伏電站如何向運維管理要效率的論壇，顯得非常有意義。
